BATON ROUGE, La. (June 2, 2026) — The Greater Baton Rouge Economic Partnership (The Partnership) today recognized the progress made during the 2026 Regular Legislative Session as lawmakers advanced policies aimed at strengthening Louisiana’s workforce, improving economic competitiveness, supporting redevelopment efforts, and creating additional pathways to opportunity across the Capital Region and state.
“Economic competitiveness doesn’t happen by accident. It requires intentional investments in talent, infrastructure, redevelopment, and innovation. Legislators produced significant progress on each of those fronts this session,” said Trey Godfrey, Acting Co-CEO of the Greater Baton Rouge Economic Partnership. “The Learn and Earn Act, along with progress on workforce training, redevelopment, tax flexibility, and energy competitiveness, gives Louisiana stronger tools to compete for jobs and investment.”
Some key wins for the Capital Region include:
- Creating stronger workforce pathways and expanding work-based learning opportunities: The Partnership successfully advanced SB 376, the Learn and Earn Act, its signature legislative priority of the session. Signed into law as Act 100, the legislation establishes Louisiana’s first statutory framework for paid, on-campus, credit-bearing work-based learning opportunities for public high school students. The Partnership also supported HB 325, which expands eligibility pathways for TOPS Tech students. That bill passed and has been sent to the Governor.
- Strengthening Louisiana’s workforce training capacity: The Partnership supported HB 807, establishing the Workforce Instructor Capacity Investment Program within the Louisiana Community and Technical College System to address instructor shortages in high-demand fields and expand workforce training capacity. The bill has been sent to the Governor.
- Improving accountability for workforce investments: The Partnership supported HR 17 and HR 171, which direct studies evaluating the outcomes and return on investment of TOPS, TOPS Tech, and the M.J. Foster Promise Program to help inform future workforce and education policy decisions.
- Supporting redevelopment and improving site readiness: The Partnership supported HB 214 and HB 217, which create new tools to encourage the redevelopment of blighted and underutilized properties. HB 214, the constitutional amendment, will advance to voters, while HB 217 has been sent to the Governor.
- Improving Louisiana’s business climate and local competitiveness: The Partnership supported HB 521 and HB 570, which provide greater flexibility within Louisiana’s ad valorem tax structure and support more competitive local fiscal policies. HB 570 was signed into law as Act 167, while HB 521 will be considered by voters.
“These outcomes reflect coordinated partnership and sustained advocacy, and we are grateful to the legislators, state leaders, employers, educators, and partners who worked alongside us to move these priorities forward,” said Godfrey. “The Partnership was proud to push these efforts forward and will remain actively engaged as these policies move from legislation to implementation, ensuring they create meaningful opportunities for the Capital Region and Louisiana’s future.”
The Partnership will continue engaging on several priorities beyond the legislative session, including implementation of the Learn and Earn Act, voter education surrounding constitutional amendments related to millage flexibility and redevelopment incentives, and future policy discussions informed by workforce investment studies authorized during the session.
